Hi Raphael, If you want to spin up a server, I suggest you take one of the latest RCs ( https://people.apache.org/~al/wave_rc/0.4-rc4/).
It should be fairly self-explanatory to get the binary release running - if it isn't, feedback would be great! I am not entirely sure how you want to use Wave for the local assosciations in your town - but give it a try and lets see...
