Although only PMC (in case of incubator IPMC) votes are binding, the community / committer votes are extremly important to count. It shows more people have tested the release and are willing to sign its good. It shows the community is consisting of more than - me. Actually I am a bit concerned the lots of other committers have not voted: http://people.apache.org/committers-by-project.html#wave I understand, when community focused members of this team are not voting on technical details. But there are also other committers here he should have at least looked at this. Anyway, it's of course possible to pass this on to the IPMC, just make sure you include yourself and the others in the vote. I am pretty sure IPMC members will ask why nobody else voted on the release.
