JIRA developer access

We have lately moved to JIRA to track WIAB issues and this is great.
However, to fully complete the move we need to have all the active
contributors to sign up and and grant them develop access. This is required
in order to assign issues, change statuses etc..
@Michael, can you possibly check with infra how we go about this?
