You are not too late. Apache is a mentoring organisation, and now is the
time to be thinking of projects (expect a mail on the topic soon).

You are right though, that it each project proposal requires a committer
to volunteer as a mentor, however your suggestion of 3-5 hours/wk seems
a little high to me (although there's no real reason why I should know
what I am talking about...)

So if committers have projects, they should be ready to start writing
them down soon.
