I don't have a problem with filing that CLA, but I think it hinders
collaboration. Maybe it would be better to have another ("real") Wiki
where anyone can write, and which won't be bundled as documentation? I
mean, Wave would be ideal for the task, but Google Wave will be shut
down eventually, and WIAB isn't there yet. So I think a Wiki is the next
best thing.

It's also proposed in the document you linked to: "Projects can also
setup multiple Spaces. One Space, open to all users, can be used as a
conventional wiki. Then another Space with restricted editing
permissions can be used to create the Project documentation."
