Not that I'm aware of, but my build might need some attention anyway, as
when I checked out stable/2510 and built 25.10.0, 'show version' still
says 25.10-rc0~246-g49f6ec0c2, which does not look right to me.
I looked at commits between 25.10-rc0 and 25.10.0 and I could only see [1] and
[2] that could have impacted ARP behavior, although I can't see how they could
introduce a regression, but maybe you can try reverting those and see what
happens.
Otherwise your best bet might be to do a git bisect :/

Thank you Ben for taking a look. I will have to try to repro this in the
lab, as the folks at the internet exchanges I mentioned got kind of upset :)
If/once I have a repro, I will do the rollbacks and bisect. The delta
between 25.10-rc0~246 (built on Aug 20, 19:18 UTC) and 25.10.0 (built on
Nov 22, 17:03 UTC) is not too much to handle. I'll report back!
