This is a webinar from 2020 I watched today:
https://www.youtube.com/watch?v=OZeSsyBDUiE

At time 45:31 in the video a question was asked and not answered. It was "Is
there a study comparing P4, VPP and NPL?

First, the P4 to dpdk compiler does not support IPSec yet. Even if the
compiler did, the generated code would run dpdk crypto which VPP uses as
well. Second, NPL is created by Broadcom and is essentially P4-14 (older
version of P4) with few tweaks. NPL is used by Broadcom switching silicon
which does not support crypto. My company has a P4 to VPP compiler but I
didn't bother adding IPSec because one can manually configure IPSec in VPP
dpdk crypto with ease.
