I am working on the ipsec policy mode optimization - the idea is after the 
change the policy adding time is to be massively reduced (less than 10sec to 
add 1M flows). However during work on this implementation, we found the 
existing policy adding has a problem: if the policy protocol is missing we used 
0 as wildcard value - however this is wrong as 0 is a valid protocol ID. We've 
changed it to 255 (reserved) in this patch but it causes CSIT test failure - 
which we do believe it is caused by the default 0 used in CSIT side.



Could you instruct us how to deal with it?
