VPP sets it when doing IP fragmentation. Elsewhere VPP sets it, just to a fixed well known value. ;-) Where and why do you want it set? What do you mean by "per requirements"? For IPv4 it's a 16-bit value, so if it's a single tunnel on just a 10G interface it could wrap around hundreds of times a second. Executive summary: Don't do fragmentation. O.
