Right, there are a few inconsistensies here. The "success" or "decapsulated" 
error counters should be tagged with severity info.

There is a bit of a cleanup job to be done across components.
The default is "error" severity.
Regardless the consumer of a counter is expected to understand it's meaning for 
any potential action to be taken based on the counter.
