I have seen this error before. It might be that you need to run as root, or set 
the chroot_prefix.
That said, we have deprecated Python shared memory VPP API transport.
And now only support the Unix domain socket. You might as well connect with 
use_socket=True (default from 21.08?).

Also "VPP" has been renamed to VPPApiClient.
e.g:
vpp = VPPApiClient(use_socket=True)
vpp.connect(name='foo')
