VPP implements both active and passive modes. The default operation mode is active. The current setting for the port, active/passive, can be inferred from the output of show lacp. In the active state column, I see act=1 for all 4 ports.
The output of the show bond command looks like VPP is already in sync with the remote partner in forming the bonding, with 2 member interfaces and both are negotiated successfully with the remote partner. I remember the Nexus switch sometimes tends to put the port in suspended mode when it does not receive LACP PDU in the bootup. I think the way to recover is to kick the port in the switch, ie, shut and no shut to wake it up.
