It's been on the list to rewrite the IPv6 RA code for a while.

There might be a use case for disabling periodic advertisements, while at the 
same time responding to RS messages.
In this case though, the interface is set in host mode (via doing autoconfig) 
and then it should behave like a host, i.e. neither respond to RS nor send 
periodic RAs.
