+1, with two additional notes. 18.01 is over two years old. It's not supported anymore. If you absolutely must go there, "Use the Force and Read the Source..."
Since vpp 18.01 was released, I've rewritten the pcap trace cli. Ben is probably right, but that's about all I can say at this point. FWIW...
