Follow you advice, I checked my target server(dell) and found that VT-d be 
enabled default.
Modify grub to add  “iommu=pt intel_iommu=on", then it seems ok!
[root@localhost ~]# dmesg | grep Virtualization

So I can use "uio-driver vfio-pci" in dpdk segment in startup.conf.
