I tried vpp (18.04-release, 19.08.1-release) with gtpu. it cannot work. Could 
you pls help?

Vpp1 setup:
sudo vppctl create host-interface name eth1

sudo vppctl set int ip add host-eth1 192.168.1.21/24

sudo vppctl set int stat gtpu_tunnel0 up

Vpp2 setup:
