I had ever met this build issue with centos 7.6 before, upgrade ninja-build to version 1.7.2 help me fix the issue, Not know if it can fix your situation.

I'm guessing that a new executor was used in the 'recheck' which did pass. We'll keep an eye on this to see if it is a recurring issue.
