I can't be completely certain from the info provided... but it looks a lot like vpp didn't really start... which might be because your edit of the startup.conf file produced a syntactically invalid file. You might also use systemctl to grab any logs from the startup Another quick way to check is to simply try manually /usr/bin/vpp -c /etc/vpp/startup.conf That way you will see the output from startup, and can find out if vpp is failing to start due to issues with the config file.
