I've been testing failure scenarios with VPP on a VM passing through a 2 port 
10gE NIC.  I'm seeing some major issues when one of the physical ports is 
disconnected that manifests itself as follows:
     - Ping tests are dropping at least 1/3 of the packets and half of them 
that do go through have latency approaching 2 seconds.
     - vppctl goes through regular cycles of being responsive and not being 
responsive.  This includes using the tool interactively and occurs even while 
typing.

I tested adding additional CPUs and workers which helps the issue, but does not 
totally eliminate it.  Giving it 4 cores and 2 workers keeps ping latency to 
sub millisecond, but I still get regular drop outs and vppctl responsive 
remains the same.  I've dug through alot of the the documentation I can find 
and don't see a simple configuration setting or tuneable meant to alleviate 
this issue.  Also note that if I disconnect both ports, vppctl is completely 
unresponsive and will hang indefinitely.
