a heads up -

I’ve been working on https://gerrit.fd.io/r/#/c/11274/ to today’s deadline, but 
would like a couple more days to give it a some more final kicks now that I had 
split it up from ABF (https://gerrit.fd.io/r/#/c/9468/), seems it got a little 
stubborn with a couple of unittests post-splitting.

It does *NOT* alter an API in any way but does add an indirection layer such 
that other modules could perform ACL lookups for their own purposes. The unit 
test coverage is I think is good enough to consider this an “acceptable” risk. 
Hope this is ok.
