If you run VPP in a VM, you can use Wireshark on the host. VMware sets up some virtual interfaces called vmnetX, and VirtualBox uses vboxnetX, where X is a number, depending on the type of network (NAT, Host-Only) and the virtual switch used in the hypervisor.
