a prior version package to be installed than the rpm package manager.
I don't have any experience with the rpm package manager, and haven't
been doing any analysis on the random centos verify job failures that
have been happening. Thus my question for Tom who has been leading the
rpm packaging and centos verification efforts.
This patch is going to be abandoned anyways, so I'm not that concerned
about resolving the actual verify job failure.

Is this a known failure signature?
I think that vpp-verify-master-centos7 should un-install the
vpp-dpdk-dev-*.rpm before the running the build to avoid this error
case. Do you agree?
I wonder if this case shows up because the build minion was re-used
as opposed to being freshly spawned. If that is the case, then all
of the vpp packages that are installed as part of the verify job
should be un-installed after the test build has completed (i.e. in
the teardown phase).
