Eric, Something stands out to me is the feature-mask 0xff when you create the vhost interface. Why do you specify 0xff? While I am checking 17.01 to see how this feature-mask 0xff works, could you please try it without the feature-mask? It does not look like feature-mask 0xff would work in 17.01 either.
