Hello Dave, I've just responded to Dave Wallace's e-mail. It seems that sometimes there is quite a high load on two of VIRL servers in PRODUCTION state (one VIRL server is in TESTING state) and there are not enough IP addresses available to successfully finish the VIRL simulation stat up.
Please, try to do recheck. We will try to find solution to avoid such situations as soon as possible.
