Those who have been around the alternative energy scene for long enough are
certainly aware of the niche which is now called simply "HHO". The name is
loaded - it implies that there is a fundamental difference in two forms of
split water. HHO was once called "hydroxy" or Browns gas and is not fully
split into H2 and O2. It is claimed to retain special properties.

The broader field derived from the devices and claims of Garrett, Rhodes,
Yull Brown, Puharich, the Graneau's, Stanley Meyer, Santilli, Boyce, Daniel
Dingle, Rustum Roy/Kanzius and many others who published information (some
scientific, some anecdotal) on various aspects of water energy anomalies,
often in the presence of electrical fields, either via electrolysis, RF,
direct arc or cavitation. Wiki has an article on the scam aspects, which
sadly excludes the actual science. No surprise that Wiki is taking sides in
another controversial subject.

Mills new paper should be read in that context. Basically it is an HHO
paper, which is cleverly disguised as something else in order to shoehorn it
into a theory (and especially into IP) which does may or may not apply, due
to the vast amount of prior art.

Normally in science, the author strives to gives credit to prior art, but
apparently Mills is above that. OTOH his numerous supporters and shills will
proudly trumpet, probably in response to this post, that Mills has finally
explained what the others before him have seen glimpses of - and he owes no
duty to actually lower his status to their level, by way of acknowledgement.
