There are millions prepared already.
They just make the mistake to imagine it is already industrial, and ask for
industrial-grade evidence.
some judge it should be treates as seedling/startup capital, not as
developement/industrialization capital (maybe I don't use the good US term).

oood example is Brillouin and the 3-20 million... while teams with 250k
needs to fund lab, engineering design, patents, have difficulties. maybe
proposing a research consortium needing many million, to fund a dozen of
teams after good selection, could be successfull...
