I don't know whether this question can be answered, because there doesn't seem to be any mathematical formalism surrounding the purported LENR type reactions, so there's no way you can predict the requirement. I would be very skeptical of Rossi though, considering his past work and current behavior surrounding the E-Cat, but that's just me.
