I thought so too at first but now am not so sure. Rossi may be able to use a 
small safe COP and series up the reactors to produce
Superheated steam with a higher conversion efficiency. The different 
"temperatures" of steam progressing through a series arrangement
Of reactors should still be capable of bringing down the average temp of the 
catalyst below the disassociation threshold for h2. Even if he has to modify 
the control loop pulse widths for different stages the end result would be a 
much safer product. I think he is on the hairy edge of his control loop and the 
burnt out thermistors mentioned previously were melted apart by local hotspots 
- He has a barely controlled reaction just a step beyond the Mills confirmation 
using Rayney nickel and he is doing everything possible to maximize his return 
in the shortest period of time possible. The 1MW reactor is a brilliant plan 
that, if successful, will save years of tireless arguments between theorists 
and skeptics.
