To be clear, this means to put a high voltage cathode inside a
grounded Pd cage used as the cathode of an ordinary electrolytic CF
type cell. This would make the inside of the mesh a HV anode, and the
outside a cathode.
What differs between this arrangement and that of an ordinary back
side cell is the gradient across the surface, and the very large
amount of surface in the cell with each possible surface potential.
This may not be an ideal cell design for generating energy or even
any specific effect, but it just might be a design which can produce
highly repeatable and hopefully clearly nuclear results.
