Frank,
There is no need for an invitation to apply for funding if you have a promising 
project which fits into their criteria. I suspect that many interested parties 
on Vortex would like to "cut to the chase" and go onto the funding steps ASAP.

BTW these categories are not rigid and it is possible to tailor many ideas 
which are only tangentially related to LERN into an area where LENR is not 
mentioned at all in the FOA but hydrogen or catalysis is the main focus. 

In fact - going back 7 or 8 years ago, Ron Clark and myself won a large ARPA-E 
grant for research which was based on a technique having significant LENR 
possibilities (mechanochemistry) and the use of monel as a catalyst. However, 
the results we achieved - although positive were not deemed to be 
commercializable and we did not proceed to Phase 2. We did see a runaway event 
howerver.

It could be well worth your time to try to squeeze your ideas into a related 
project which they are favoring at the moment if such is possible.
