I think best is to start a discussion on this on Dev mailing list.
Andrea did a Data mining Demo a while back on Fosdem, the Recording is
available Online.
From my part I would first check how to use Python in AOO. Currently we
ship a build in Python 2.7.x, you can point AOO to an external Pythonm 3
instance.
That would be my starting point.

like to add a data mining functionality into Open Office. For example, in
Excel, we could do K-Means Clustering, etc. I do not know where I should start
