If the format you get is binary, it's in EBCDIC. Use a character set converter 
like iconv in linux 

iconv -f EBCDIC  -t ASCII filename.in > filename.out
From there, I wrote a decoder because it's a fixed length column decode and 
most of the fields are obvious at least in the 102025 or whatever files.

I'd have to ask permission to share what i have with no warranty since it's 
work for hire for my employer, I could ask that favor but if you saw it in 
ASCII i bet you could do it yourself.
