There's also a paid service that Neustar runs to vet your callers and work with carriers for you.

To what end is a debt collector interested in TN reputation services? Normally these are the domain of service providers and intermediate carriers, not call originators.
I'd be happy to talk off-list about my experience building an anti-robocall filter using data from YouMail, Somos DNO, and the National Do Not Call Registry.
