On our system, we'd have them sitting in our IVR for hours before we shunted 
them to voicemail. We get over it, but the customers aren't so happy when it 
happens (the empty calls) to them.

Just make sure both sides of the call are silent -- otherwise you may 
clear a call in the middle of someone leaving a voicemail. It's an issue 
we are having with our Australia DIDs at the moment! 30 seconds of silence 
from the Voicemail recording end while the caller is talking and they hang 
up.
