here's my config, it's working well on WInxp and win 2000 pro in both directions.
server: HKLM\Software\ORL\WinVNC3\"AllowLoopback"=dword:00000001 Openssh VNC running as a service on port 5969 client: sshclient with tunneling from port 5002 (client) to 5969 (server) viewer conencting to localhost:5002 Everything work fine in those conditions. If I add HKLM\Software\ORL\WinVNC3\"LoopbackOnly"=dword:00000001 to the server system, I can't continue connecting from the client but it's still working on the server (viewer on the server conencting to localhost:5969) I thought that should continue working through SSH but it doesn't. I hope this will help you.
