There's a registry setting for this - it's covered in the Windows VNCViewer FAQ
(http://www.uk.research.att.com/vnc/winvncviewer.html)

Add a DWORD registry value named
HKEY_CURRENT_USER\Software\ORL\VNCviewer\Settings\SkipFullScreenPrompt
and set it to 1.
