VNC only uses TCP/IP. Hmm, is the server you're trying to access publicly accessible over the internet, that is, does it have an internet IP address, or will you need to set up port forwarding on your router?
Assuming it's publicly accessible, can you ping the IP address successfully? If so, can you telnet to port 5900 and get the following response RFB 003.003 Let me know how you get on.
