I just asked this a little while ago (2 weeks or so), so the info is fresh in my mind. The answer, No, there is no VNC DOS client. The two possible options presented to me were: 1: PCRemote from PC Magazine (free, but only appears to work over a modem... I haven't downloaded it or tried it yet, I base that off the description from their web page). 2: Run some form of Windows, and then do your DOS stuff in a windows DOS session. This will let you use a Win version of VNC Server. (This is the route I am looking to go, I am just waiting to upgrade my DOS 486's I wanted to control. Once I can move them to Pentium class machines, I will install Win NT 4 Workstation, and use VNC with that). There were also some mentions of using Telnet, but those solutions didn't really let me work with active software on the DOS machine, only gain access to an otherwise idle dos machine (I don't know what your needs are, so maybe a telnet server will work for you...
