I bet somewher in between the screen geometry (size or colordepth) change.
Vnc cannot co-op with that.

- Normal user is logged in with it's own geometry
- Screensaver/lock runs with normal-users geometry
- Administrator unlocks:
  - normal user is logged out: system goes to default geometry
  - administrator logs in: system goes to administrators geometry.

Hence, it's possible both user and administrator use same geometry but if
the default differs (also look at the colordepth!) then vncserver stops.

If the vncserver runs as a server, it should restart as every server should.

I don't think it's W2K special. Except that the screen-saver or the password
screen might change the screen geometry.
