Hence it's no vnc problem but a more general X11 problem. I will point a route to a solution. Every X11 server should be configured with the proper keyboard settings. generally this is done with xmodmap. On a running system, you can twiggle/play with the keyboard settings with the applciation xkeycaps. You can find that on your favorite ftp site. Once you have the keyboard settings as you like, it can genereate a proper xmodmap file. You can feed it to every Xserver, including Xvnc. See the xkeycaps and xmodmap documentation for details.
