You could install DNS2Go on the Win98 machine, so when the Remote User (RU) wants support, they connects to the net, and you can just access the DNS2Go domain they configured during set-up.
Solves the dynamic IP problem for you. Alternatively, RU can connect to the net, and then add a client to their WinVNC server of your IP address, so you get control that way. Should be easy enough to write a batch file to do it, so RU can just have an icon on the desktop to connect to you. This plan only falls down if you're not got a static IP address, but again, you could use some dynamic DNS registering software (as discussed before) to solve the dynamic IP address problem for your PC. DNS2Go is the software I use for Windows, and it works well. Hope this helps.
