I have got it working. But the problem is

1) How can i start it up such that i can access the
computer from my terminal even if no user has logged
in to that computer.

2)secondally how can i restrict user to change its
settings i mean password etc..
   I want to set a password at administrator level so
that no one can change it.

3) How can i stop users from killing vnc listener from
their computer.

Being a system administrator I want that

1) I can pull the screen of any computer who is in my
server's domain to my server- even if somebody has
logged on to it or not.

2) I can pull screen of any computer on domain to my
server and logon to that

3) No one of the domain users can change password,
close VNC listener or change other settings.
