In theory, yes. The following post ("Shared WTS Sessions Using VNC" by
Bill Anglea) is the state of the art:

There is still a long way to go to make it as usable as Citrix, and
even longer to catch up on features, but it is possible.

I don't know of anyone doing this. There are some people working on
Java VNC servers which could possibly be extended to perform this
function, but it wouldn't be easy.k

Another option would be to set up a Linux gateway system with rdesktop
and Xvnc providing multiuser VNC access to WTS.
