Make sure you don't have any other "modifier" keys turned on - the most likely culprit is Num Lock. (xterm - at least in SunOS 5.1 - doesn't pull up the menus if Num Lock is on.) I'm not sure about Caps Lock.
xmodmap -pm will tell you the possible modifiers; xev will tell you what modifiers are active when you press a key.
