You can do it in WinVNC with the AuthHosts registry setting.  AFAIK, the
only built-in feature along these lines of Xvnc is the -localhost option
which limits connections to those originating on 127.0.0.1.  To get
finer grained host based access control with Xvnc you would have to use
tcpwrappers, ipchains, iptables, or some other packet filtering
mechanism.
