You can also usually do this via an added <shift>. I don't expect to see it "fixed" since it isn't really "broken". The problem is that your local system typically hooks events from special key combinations, and passing keystrokes has to depend on various workarounds.
You can pass Ctl-Alt-Del on Windows systems with most implementations of VNC by doing Shift-Ctl-Alt-Del for example. It would be nice if there was an industry standard on "remoting keys".
