Sure, although the "without anyone else being able to see what they see" requirement is potentially tricky as you might need to encrypt the VNC connection. Also, VNC does not turn a Windows OS into a multiuser system. The only way to do that is to run Terminal Services (either NT 4.0 Terminal Server Edition or Windows 2000 with Terminal Services installed).
