There is a way to stop the local user being able to disable VNC. It's a bit of a registry tweak, and needs to be done per machine, but that would seem to solve the problem. To disable the icon as well, for the best of both worlds, you would need to create the key HKEY_LOCAL_MACHINE\SOFTWARE\ORL\WinVNC3 "DisableTrayIcon"=dword:00000001 Hope this helps.
