I've followed with interest the latest 'VNC through SSH' and 'want VNC 
through SSH ONLY' threads and decided to try it.

1. Linux box (RH 5.2), OpenSSH 3.0.2p1  SSH2 set as default
2. VNCServer 3.3.3r1 on Linux box
3. VNCViewer, Windows version, version unknown, filedate 03/19/01, 
size 176128 bytes.
4. Putty 0.52 on Windows98, set to forward port local port 5901 to 
linux:5901
5. VNCServer started with -localhost
6. VNCViewer using config file.  Config file host=localhost, and port set 
to 5901

Using the above, when I try to connect from Win98 to Linux box using 
VNCViewer, nothing happens.  Checking Putty event log, it says 
Opening forwarded connection to linux:5901.  Then it says 'Forwarded 
connection refused by server'

If I do *not* start vncserver with -localhost option, I can connect just 
fine.  

So, I'd love to enfore VNC connection only through SSH, but at the 
moment, it doesn't seem to work as I think it should.
