If you are running VNC as a service, then your /etc/inetd.conf file probably uses a command-line option like "-broadcast". Change it to "-query localhost". That way VNC will look on the local machine for and XDMCP server instead of one that is broadcasting on the network.
If you aren't running it as an inetd service, then I can't help you.
